I think they used samples of voices from other games to make the Oblivion mod but I've seen threads about community volunteer voice actors who are willing to record their voices to add to mods. As far as enabling voice actions entering ruins/caves I'm sure it will be doable as scripted dialogue already occurs in Skyrim when nearing caves. To download manully just right click on the file you want then choose opne in new tab selec a server wait a few seconds and it is downloaded or you can go to this directory in your computer C: Games Skyrim mods which is where mod manager save the mods.
Divided crowd over this in Fallout 4.
